I don't know about you guys, but for me, Target has been the BEST lately (knock on wood).  They are starting to rival Publix in my neck of the woods for the best coupon match-ups and **FREEBIES.**  Plus, I have to say (again, knock on wood) that my local Target's managerial staff have been on top of things and/or mistakes I've had there lately.
